PG Candidates In Andhra Pradesh To Be Penalized In Case Of Discontinuation

All postgraduate (PG) medical candidates admitted to Dr. NTR University of Health Sciences for the academic year 2024-2025 will be required to pay a penalty of Rs 3 lakh if they discontinue their course. To enforce this, candidates must sign a bond at the time of admission, regardless of whether they are admitted under the competent authority quota or the management quota.

Key rules specified by the university in its prospectus include the following:

1. Bond Execution: Candidates enrolling in PG degree/diploma courses are required to execute a bond on Rs 100/- stamped paper. The bond, as per Annexure-IV, states that if a student leaves before completing the course, they will have to pay Rs 3,00,000/- plus 18% GST to the university and refund any stipend received up to that point to the government.

2. Discontinuation Penalty: According to G.O.Ms.No.67, HM&FW (C1) Department, dated 21-04-2017, students who discontinue will also be debarred for three years from admission to any PG medical course in the state of Andhra Pradesh, in addition to the financial penalty.

3. Non-Judicial Stamped Paper Requirement: The bond must be executed on Non-Judicial Stamped Paper worth Rs 100, and candidates will need to follow the specific format provided by the university.

The bond document states:

"I, Dr.... selected for Post Graduate Degree/Diploma for the year 2024-25 do hereby undertake to complete the said course as per the requirements of the University. In the event of my leaving the studies after joining the course, I undertake to pay to Dr. NTR University of Health Sciences a sum of ?.3,00,000/- + 18% GST and refund the amount received as stipend up to that date to Government."

This policy is aimed at ensuring that candidates complete their courses, preventing disruptions in medical education and addressing the issue of seat wastage.
