UGC Regulations for Foreign Higher Education in India

The University Council (UGC), exercising its powers under the UGC Act, 1956 (Amended), has notified two main rules for foreign higher education institutions in India.

The First University Grants Commission (Educational Cooperation between Indian and Foreign Institutions of Higher Education) Rules 2022 and provides for twin, associate degree and dual degree programs. The second is the University Grants Commission (Establishment and Management of Universities of Higher Education Institutions in India) Act 2023

It is intended to inform the public and all those interested in exercising the powers conferred by the UGC Act, 1956 (as amended). As per the rules, higher education institutions cannot offer programs in India without the approval of the Board. They also demand that the HEIs do not offer programs under institutional Contracts without the recognition of these programs by the UGC.

The University Grants Commission has observed and reported that many HEIs/universities have entered into cooperation agreements with universities/providers not recognized by the Commission and collaborate in awarding degrees to students who have entered their universities?
