UGC Guidelines: Foreign University Campuses in India

The University Grants Commission in India has issued a notification on November 8, 2023, permitting foreign universities to establish and run their campuses in the country.

The UGC has stated that foreign higher education institutions have complete freedom to set their own admissions procedures and college fees under the new regulations. However, the commission will continue to closely monitor the activities of these universities.

According to the official notification from UGC, the draft of the UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) regulation, 2023 was initially released in January by the higher education regulator.

The National Education Policy (NEP) 2020 has established guidelines that call for an international dimension to be incorporated into higher education in India. Top universities will have the opportunity to establish operations in India in accordance with the policy.

Foreign universities are permitted to offer study programs in India that lead to the granting of certificates, diplomas, and degrees, as well as research and other programs at the undergraduate, postgraduate, doctoral, and post-doctoral levels.
